Nursery Admission Delhi 2019 – Application Form, Dates, Eligibility Criteria

Directorate of Education (Private School Branch) of Government of National Capital Territory of Delhi has announced the Delhi nursery admission 2019 schedule. Directorate of Education is providing admissions of Economically Weaker Sections /Disadvantaged Group Category in Private Unaided Schools authorized under Delhi School Education Act & Rules, 1973 at the Entry Level Classes (Pre-School/Nursery, Pre-Primary/KG and Class-I) for academic session 2019-20 by preparing Computerized Online Admission System.

School Admissions

As per the dates declared by the Directorate, the Delhi nursery admission procedure will commence from January 15, 2019. The last date for applying for various schools will be February 14, 2019. From this year onwards, for the nursery admission procedure in Delhi, the government has inflicted an upper age limit. The government has put an upper age limit of fewer than four years to be qualified for the nursery, less than five years for kindergarten, and less than six years for admission to Class 1.

Admissions of EWS whose annual income is less than one lakh rupees/DG category (SC/ST/OBC Non-creamy layer/Physically Challenged/ Orphan and Transgender and all children living with or attacked by HIV) shall be made via Computerized Lottery System in the stated schools against 25% seats reserved for them under the provisions of Right to Education Act, 2009.

Nursery Admission in Delhi Schools Eligibility Criteria

Delhi School Education Advisory Board (DSEAB) has taken some comprehensible decisions, as declared on 19th Dec’12, followed by the high court ruling on the upper age limit for admissions. The minimum age has to be of 3 years by or before March 30 of the academic year in which admission is sought for getting admission into the nursery schools. According to the recent Delhi high court ruling, there is now no upper age limit for nursery admissions.

Admission Process for EWS/DG Category Students

  • The school shall publish the total number of available seats under the EWS/DG category and admission schedule.
  • The number of seats at the entry level classes shall not be less than the highest number of seats in the respective entry class in the past three academic years.
  • No registration fee along with charges of prospectus shall be charged from the parents/children.
  • There will be a Common Admission Form available at the school or at the Departmental website.
  • A school will acknowledge the application for the free seat through a receipt and shall assign each application a Registration number.
  • The reasons for rejection shall be recorded and communicated to the parent, in case of rejection.
  • Admission will be through draw of lots in case of an excess number of applicants.
  • A draw of lots will be in the presence of parents of applicants and an observer of the department not below the rente of Vice Principal.
  • The overall proceedings of the draw of lots will be video-graphed and CD/DVD including a list of successful candidates will be submitted to Dy. Director of Education on the same day or latest by the next day of the draw.
  • The same will be re-notified and also be notified to DAMC in case of vacant seats.
  • The screening process of any kind like interview, counseling, written or oral test of any type to parents or child are not permitted.

Delhi Nursery Admission Documents Required

Under the Normal Category

Parents will have to show any one of the documents mentioned here for proof of residence:

  • Ration Card / Smart Card provided in the name of parents (Mother/Father having the name of the child).
  • Domicile certificate of child or of his/her parents
  • Voter I-Card of any of the parents.
  • Electricity bill/MTNL Telephone bill / Water bill / Passport in the name of any of the parents or child,
  • Aadhaar card / UlD card issued in the name of any of the parents.
  • For siblings criteria:
  • Most schools in Delhi demand tuition fee receipt or any other school document of the sibling studying in the particular school

Under the EWS category

  • Income- Certificate provided by a Revenue Officer, not below the rank of Tehsildar OR BPL Ration Card (yellow colored) or AAY Ration Card (Pink colored)
  • No student shall be debarred or expelled from the school for non-submission of such documents.
  • Once admitted, a self-declaration of annual income on an affidavit shall be submitted every year, for the continuation of the benefit.
  • For Disadvantaged group category, a certificate provided by a Revenue Officer, not below the rank of Tehsildar or any other Competent Authority. The certificate can be in the name of the child or his/her parents.
  • Proof of residence.

Nursery Admission Delhi 2019 Upper age limit

The government has designed an upper age limit of fewer than four years to be qualified for the nursery, less than five years for kindergarten, and less than six years for admission to Class 1.

Nursery Admission Delhi 2019 EWS category

25% seats in pre-school, pre-primary and Class 1 will be kept aside for economically weaker sections/disadvantaged groups (EWS/DG). There is no schedule of EWS admissions has been announced yet.

Point System in the Admission process of Nursery Admission Delhi 2019

‘Point System’ has been set for gaining maximum clarity in admission procedure with minimum caution to schools. It is dependent on fixed parameters and points as specified under. Schools are not permitted to fix additional points other than the ones specified below.

  • Neighborhood up to 8 km – 70 Points
  • Sibling studying in school – 20 Points
  • Parent Alumni of school – 05 Points
  • Inter-state Transfer case – 05 Points

Vacant/unfilled seats will be filled by draw of lots.

Neighborhood concept

To gain more clarity, a 100 point criteria has been commenced after assigning definite points to each parameter, for consideration of admission for open quota.

  • ‘Neighborhood one of the most significant thing and it has been allotted 70 points.
  • The neighborhood is limited to 08km aerially or distance by road.
  • All the applications within 08 km will be considered complete and allowed for admission.
  • If applications are added in number, the draw of lots will be made.
  • If less in number, the rest of the seats will be concluded via draw of lots from applicants residing beyond 08 kms.

Sibling Category

  • A child- whose brother or sister, if studying in the same school, will get the advantage under sibling criterion
  • Cousin will not get the said benefit.
  • If one of the ‘Twin children’ gets selected in the sibling category, then only the other would be allowed under ‘Sibling category’, otherwise not. It will be convenient and comfortable for parents in terms of transportation, timing etc.
  • It will be convenient and comfortable for parents in terms of transportation, timing etc if there is sibling category admission as it is available for more than two siblings.

Parent Alumni Category

  • No child will be considered under ‘parent alumni’ category if the parent is from another school but managed by the same society
  • It is clarified that the school will set at their own level the criterion/parameters for admission under ‘Parent Alumni’ Category.

Interstate Transfer Category

It is mentioned that ‘International Transfer’ shall be taken under ‘Inter-State Transfer’ category. The scores for ‘Inter-State Transfer’ are not limited to Government Sector alone, nevertheless, the school shall make sure that transparent and proper modality for taking into consideration transfers in Private Sector be worked out at their own level. Interstate Transfers from 1st January 2013 to 31st December 2013 will only be contemplated under this category.

The draw of lots in open quota seats

  • An excess number of applications with the same scores will be admitted through a draw of lots.
  • In the case of vacant/unfilled seats also the process will be done through a draw of lots.
  • The entire procedure of a draw of lots will be video-graphed and CD/DVD along with the list of successful candidates will be submitted to Dy. Director of Education on the same day or latest by the next day of the draw.
  • The screening process of any kind like interview, counseling, written or oral test of any type to parents or child are not permitted.
  • The draw of lots will be in the presence of either of a parent. There shall be no observer of Govt /Directorate of Education at the draw of lots for open seats.
  • The parent is free to carry a mobile/camera to video graph the draw of lots.

Minority Schools Admission Criteria

  • Minority schools will have the right to reserve seats for the students belonging to minority category.
  • 05% staff quota and 05% girls’ quota are applicable to minority schools too.
  • 25% EWS and DG quota are not mandatory for minority schools.

Minority schools which have been provided land by Govt. Agencies will offer 20% free seats to EWS category (in conformity with High Court Orders scheduled 24/9/12 and 4/12/2012 in WPC No. 6439/2011 and 3715/2011).

Note: The number of seats available for all the private individually recognized schools of Delhi has been declared according to the direction updated by Directorate of Education. To maintain the uniformity in EWS/DG category, admission process at every level is announced.
